The voices heard from plane passengers on 9/11 may have been faked. The movie Fail Safe discusses this. It is standard procedure to intercept all aircraft (bogies) and assume them hostile until proven safe. On 9/11 all 4 jets should have been intercepted.
This movie made in 2000 is a remake of a 1964 movie, showing that voice morphing and aircraft interception are technologies that existed before 9/11/2001. Interception of unidentified bogies happens "5 or 6 times a month".
