Biography

Early years

Born at Patti, Sicily, of poor parents, Michele Sindona was educated by the Jesuits, showing very early in his life an unusual aptitude for mathematics and economics. He graduated with a law degree from Messina University in 1942 then after he moved from Sicily to the north where he worked as a tax lawyer and an accountant for companies such as Società Generale Immobiliare and Snia Viscosa, but immediately turned away from Law and began working in smuggling operations with the Mafia. He soon moved to Milan and his skill and dexterity in transferring money to avoid taxation soon became known to the Mafia bosses. By 1957 he had become closely associated with the Gambino family and was chosen to manage their profits from heroin sales.

Becoming an international banker

Within a year of the Gambino family choosing him to manage their heroin profits, Sindona had bought his first bank. He also became associated with Cardinal Giovanni Battista Montini and became firm friends because the future Pope found his financial skill indispensable. By the time Montini became Pope, Sindona had acquired, through his holding company Fasco, many more Italian banks and his progress continued right up to the beginning of his association with the Vatican Bank in 1968. Huge amounts of money moved from Sindona's banks through the Vatican to Swiss banks, and began speculating against major currencies on a large scale.

In 1972, Sindona purchased a controlling interest in Long Island's Franklin National Bank. He was hailed as "the saviour of the lira" and was named "Man of the Year" in January 1974 by American Ambassador to Italy, John Volpe.

Il crack Sindona

In April 1974 a sudden stock market crash led to what is known as Il Crack Sindona. The Franklin Bank's profit fell by as much as 98% compared to the previous year, and Sindona suffered a 40 million dollar loss, with the result that Sindona began losing most of the banks he had acquired over the previous seventeen years. On October 8, 1974, the bank was declared insolvent due to mismanagement and fraud, involving losses in foreign currency speculation and poor loan policies.[2]

According to the Mafia turncoat (pentito) Francesco Marino Mannoia, Sindona laundered the proceeds of heroin trafficking for the Bontade-Spatola-Inzerillo-Gambino network. The mafiosi were determined to get their money back and would play an important role in Sindona's attempt to save his banks.

Arrest, trial and death

On July 11, 1979, Giorgio Ambrosoli, the lawyer commissioned liquidator of Sindona's banks, was murdered in Milan. Milanese Councilman Antonio Amati turned the case over to a young judge, Giuliano Turone. It was discovered that Michele Sindona ordered Ambrosoli's murder (which was carried out by an American assassin). At the same time the Mafia killed police superintendent Boris Giuliano in Palermo who was investigating the Mafia’s heroin trafficking and had contacted Ambrosoli just two weeks before to compare investigations.

While under indictment in the US, Sindona staged a bogus kidnapping in August 1979 to conceal a mysterious 11-week trip to Sicily before his scheduled fraud trial. The brother-in-law of Mafia boss Stefano Bontade, Giacomo Vitale, was one of the persons who organised Sindona’s travel. The real purpose of the kidnapping was to issue sparsely disguised blackmail notes to Sindona’s past political allies – among them Prime Minister Giulio Andreotti – to engineer the rescue of his banks and recuperate Cosa Nostra’s money.

He threatened Enrico Cuccia, president of the Mediobanca who was opposed to the reorganization/rescue plan. In Palermo, Sindona went to the house of Joseph Miceli Crimi, an American-Italian doctor and freemason. Dr. Crimi later admitted to the judges that he went to Arezzo to talk with Licio Gelli about Sindona's situation. Licio Gelli then started to interest two judges, Giuliano Turone and Gherardo Colombo.

The people around Sindona, trying to save him, all led to Licio Gelli, headmaster of P2: Rodolfo Guzzi, Sindona's lawyer; Pier Sandro Magnoni, his brother-in-law; Philip Guarino and Paul Rao, two Freemasons who met Gelli a couple of hours after being received by Giulio Andreotti. Hereafter, the Milan judges ordered a search of all of Gelli's addresses.

The plot failed and after his "release" from the kidnappers Sindona surrendered to the FBI. Convicted in 1980 in the United States on 65 counts including fraud, perjury, false bank statements and misappropriation of bank funds. While serving in US Federal Prison the Italian government applied for extradition of Sindona back to Italy to stand trial for murder. "The Shark" was sentenced to 25 years in Italian prison on March 27, 1984. On March 18, 1986, he was poisoned with cyanide in his coffee, in his cell in a prison of Voghera while serving a life sentence for the murder of Giorgio Ambrosoli.[3]

After World War II

He settled in Spain under a passport issued by Francisco Franco and resumed his prewar occupation as an engineer. In 1952, he was declared entnazifiziert (denazified) in absentia by a German government arbitration board, which let him travel abroad. Before the declaration, he could have been interned in Germany or Austria until he had convinced the authorities that he had seen the error of his beliefs. He spent part of his time in Ireland between 1959-1969 where he bought Martinstown House, a 200 acre farm in County Kildare.

Protected by Franco, Otto Skorzeny was a key figure in the organisation of the secret ex-Nazi escape network ODESSA. According to the Spanish newspaper El Mundo, he was a key figure in organizing one of ODESSA's largest bases, which was located in Spain.[6] According to El Mundo, some of his men helped Aribert Heim (aka "Doctor Death", found to be living in Spain in October 2005) escape from justice.

He also founded the Paladin Group in 1970, a neo-fascist organisation which gathered former French members of the OAS, of the SAC, etc., to be the spearhead of the anti-Communist struggle. Later, he worked as a consultant to Egyptian President Gamel Abdel Nasser and Argentine President Juan Peron. In 1963, he was allegedly recruited by the Mossad to gather information about German scientists in the Egyptian missile program[1].

Hoover's leadership spanned eight presidential administrations, encompassed Prohibition, the Great Depression, World War II, the Korean War, the Cold War, and the Vietnam War. During this time the United States moved from a rural nation with strong isolationist tendencies to an urbanized superpower.

From nearly the beginning of his career with the FBI,[1] Hoover was accused of exceeding and abusing his authority, criticism that grew especially strong in the 1960s. He is known to have investigated individuals and groups because of their political beliefs rather than their suspected criminal activity as well as using the FBI for other illegal activities such as burglaries and illegal wiretaps.[2] Hoover frequently fired FBI agents by singling out those who he thought "looked stupid like truck drivers" or he considered to be "pinheads."[3] He also relocated agents who had displeased him to career-ending assignments and locations. Melvin Purvis was a prime example; he was one of the more effective agents in capturing and breaking up 1930s gangs and received substantial public recognition, but a jealous Hoover maneuvered him out of the FBI.[4] It is because of Hoover's long and controversial reign that FBI directors are now limited to 10-year terms.[5]

COINTELPRO years

In 1956, Hoover was becoming increasingly frustrated by Supreme Court decisions that limited the Justice Department's ability to prosecute Communists. At this time he formalized a covert "dirty tricks" program under the name COINTELPRO.[10] This program remained in place until it was revealed to the public in 1971, and was the cause of some of the harshest criticism of Hoover and the FBI. COINTELPRO was first used to disrupt the Communist Party, and later such organizations such as the Black Panther Party, Martin Luther King, Jr.'s SCLC, the Ku Klux Klan, and others. Its methods included infiltration, burglaries, illegal wiretaps, planting forged documents and spreading false rumors about key members of target organizations.[11] Some authors have charged that COINTELPRO methods also included inciting violence and arranging murders.[12] In 1975, the activities of COINTELPRO were investigated by the Senate Church Committee and declared illegal and contrary to the Constitution.[13]

Hoover amassed significant power by collecting files containing large amounts of compromising and potentially embarrassing information on many powerful people, especially politicians. According to Laurence Silberman, appointed deputy Attorney General in early 1974, Director Clarence M. Kelley thought such files either did not exist or had been destroyed. After The Washington Post broke a story in January 1975, Kelley searched and found them in his outer office. The House Judiciary Committee then demanded that Silberman testify about them. An extensive investigation of Hoover's files by David Garrow showed that Hoover and next-in-command William Sullivan, as well as the FBI itself as an agency, was responsible.

In 1956, several years before he targeted King, Hoover had a public showdown with T.R.M. Howard, a civil rights leader from Mound Bayou, Mississippi. During a national speaking tour, Howard had criticized the FBI's failure to thoroughly investigate the racially-motivated murders of George W. Lee, Lamar Smith, and Emmett Till. Hoover not only wrote an open letter to the press singling out these statements as "irresponsible" but secretly enlisted the help of NAACP attorney Thurgood Marshall in a campaign to discredit Howard.

Response to Mafia and civil rights groups

In the 1950s, evidence of Hoover's unwillingness to focus FBI resources on the Mafia became grist for the media and his many detractors, after famed muckraker Jack Anderson exposed the immense scope of the Mafia's organized crime network, a threat Hoover had long downplayed. Hoover's retaliation and continual harassment of Anderson lasted into the 1970s. Hoover has also been accused of trying to undermine the reputations of members of the civil rights movement. His alleged treatment of actress Jean Seberg and Martin Luther King, Jr. are two such examples.

Hoover personally directed the FBI investigation into the assassination of President John F. Kennedy. The House Select Committee on Assassinations issued a report in 1979 critical of the performance by the FBI, the Warren Commission as well as other agencies. The report also criticized what it characterized as the FBI's reluctance to thoroughly investigate the possibility of a conspiracy to assassinate the president.[14]

Aftermath of World War II

Following the German unconditional surrender on May 8, 1945, Eisenhower was appointed Military Governor of the U.S. Occupation Zone, based in Frankfurt am Main. Germany was divided into four Occupation Zones, one each for the U.S., Britain, France, and the Soviet Union. Upon full discovery of the death camps that were part of the Final Solution (Holocaust), he ordered camera crews to comprehensively document evidence of the atrocity for use in the war crimes tribunals. He made the decision to reclassify German prisoners of war (POWs) in U.S. custody as Disarmed Enemy Forces (DEFs), thus depriving them of the protection of the Geneva convention. As DEFs, their food rations could be lowered and they could be compelled to serve as unfree labor (see Eisenhower and German POWs). Eisenhower was an early supporter of the Morgenthau Plan to permanently remove Germany's industrial capacity to wage future wars. In November 1945 he approved the distribution of 1000 free copies of Morgenthau's book Germany is Our Problem, which promoted and described the plan in detail, to American military officials in occupied Germany. Historian Stephen Ambrose draws the conclusion that, despite Eisenhower's later claims the act was not an endorsement of the Morgenthau plan, Eisenhower both approved of the plan and had previously given Morgenthau at least some of his ideas about how Germany should be treated.[18] He also incorporated officials from Morgenthau's Treasury into the army of occupation. These were commonly called "Morgenthau boys" for their zeal in interpreting the occupation directive JCS 1067, which had been heavily influenced by Morgenthau and his plan, as strictly as possible.[19]

Eisenhower served as Chief of Staff of the U.S. Army from 1945-48. In December 1950, he was named Supreme Commander of the North Atlantic Treaty Organization (NATO), and given operational command of NATO forces in Europe. Eisenhower retired from active service on May 31, 1952, upon entering politics. He wrote Crusade in Europe, widely regarded as one of the finest U.S. military memoirs. During this period Eisenhower served as President of Columbia University from 1948 until 1953, though he was on leave from the university while he served as NATO commander.

After his many wartime successes, General Eisenhower returned to the U.S. a great hero. He was unusual for a military hero as he never saw the front line in his life. The nearest he came to being under enemy fire was in 1944 when a German fighter strafed the ground while he was inspecting troops in Normandy. Eisenhower dove for cover like everyone else and after the plane flew off, a British brigadier helped him up and seemed very relieved he was not hurt. When Eisenhower thanked him for his solicitude, the brigadier deflated him by explaining "my concern was that you should not be injured in my sector." This incident formed part of Eisenhower's fund of stories he would tell now and again.

Not long after his return, a "Draft Eisenhower" movement in the Republican party persuaded him to declare his candidacy in the 1952 presidential election to counter the candidacy of isolationist Senator Robert Taft. (Eisenhower had been courted by both parties in 1948 and had declined to run then.) Eisenhower defeated Taft for the nomination but came to an agreement that Taft would stay out of foreign affairs while Eisenhower followed a conservative domestic policy. Eisenhower's campaign was a crusade against the Truman administration's policies regarding "Korea, Communism and Corruption" and was also noted for the simple but effective phrase "I Like Ike." Eisenhower promised to go to Korea himself and end the war and maintain both a strong NATO abroad against Communism and a corruption-free frugal administration at home. He and his running mate Richard Nixon, whose daughter later married Eisenhower's grandson David, defeated Democrats Adlai Stevenson and John Sparkman in a landslide, marking the first Republican return to the White House in 20 years. Eisenhower was the only general to serve as President in the 20th century.

Post-presidency

In 1961, Eisenhower became the first U.S. president to be "constitutionally forced" from office, having served the maximum two terms allowed by the 22nd Amendment to the U.S. Constitution (amendment was ratified in 1951---before Eisenhower took office--but the amendment stipulated that the president at that time, Harry Truman, would not be held to the amendment).

In the 1960 election to choose his successor, Eisenhower endorsed his own Vice President, Republican Richard Nixon against Democrat John F. Kennedy. However, he only campaigned for Nixon in the campaign's final days and even did Nixon some harm when asked by reporters on TV to list one of Nixon's policy ideas he had adopted, replying "give me a week, I might think of one, I don't remember". Kennedy's campaign used the quote in one of their campaign commercials. Nixon lost narrowly to Kennedy.

On January 17, 1961, Eisenhower gave his final televised Address to the Nation from the Oval Office.[23] In his farewell speech to the nation, Eisenhower raised the issue of the Cold War and role of the U.S. armed forces. He described the Cold War saying: "We face a hostile ideology global in scope, atheistic in character, ruthless in purpose and insidious in method..." and warned about what he saw as unjustified government spending proposals and continued with a warning that "we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex... Only an alert and knowledgeable citizenry can compel the proper meshing of the huge industrial and military machinery of defense with our peaceful methods and goals, so that security and liberty may prosper together."

After Eisenhower left office, his reputation declined and he was seen as having been a "do-nothing" President. This was partly because of the contrast between Eisenhower and his young activist successor, John F. Kennedy, but also because of his reluctance not only to support the civil rights movement to the degree that more liberal individuals would have preferred, but also to stop McCarthyism, even though he opposed McCarthy's tactics and claims.[24] Such omissions were held against him during the liberal climate of the 1960s and 1970s. Since that time, however, Eisenhower's reputation has risen because of his non-partisan nature, his wartime leadership, his action in Arkansas and an increasing appreciation of how difficult it is today to maintain a prolonged peace. In recent surveys of historians, Eisenhower often is ranked in the top 10 among all US Presidents.
