Mr. Rooney has served as Vice-Chairman of the Oklahoma Turnpike Authority, appointed by Governor Keating (Oklahoma), and Director of the Oklahoma Capital Investment Board, appointed by Governor Bellmon (Oklahoma), and the 20/20 Committee and Washington Advisory Council for the Center for Strategic and International Studies (CSIS), Washington, DC. Mr. Rooney has also served as an Officer of the Texas Business Hall of Fame, Houston, Texas, and a Director of the Institute of Nautical Archaeology, College Station, Texas. He also served on the transition team for Governor-Elect Brad Henry (Oklahoma), responsible for transportation and taxation issues. Mr. Rooney was a member of the Leadership Task Force, a Tulsa City and County planning group headed jointly by the Mayor and the Chairman of the County Commission, which developed the "Vision 2025" $900 million package of capital improvement and job creation projects approved by the public in September 2003. From 1992 to 1998 he was a Director of the Young President’s Organization (YPO) and served as International President from 1997-1998.

Mr. Rooney was a member of the Board and Chairman of the Strategic Planning Committee of the St. Francis Health System, a large Catholic health system in Oklahoma; and as Chairman of the Board of Cascia Hall Preparatory School, an Augustinian middle and high school in Tulsa, Oklahoma. He remains a member of the School of Architecture Council of The University of Notre Dame and a member of The Sovereign Military Order of Malta (Federal Association).

Mr. Rooney was a member of the Board of Advisors of the Panama Canal Authority, Republic of Panama, and a Director of the Newport Shipyard, Newport, Rhode Island. Mr. Rooney was also a Director of the Southwest Florida Chapter, World Presidents Organization (WPO), and a trustee of the Naples Winter Wine Festival and the Naples Children and Education Foundation, Inc. He recently became a member of The Florida Council of 100.

Mr. Rooney is a graduate of Georgetown University (A.B. 1975) and Georgetown University Law Center (J.D. 197. He is a member of the District of Columbia and Texas bars, and holds a U.S. Coast Guard 100-Ton Masters License (Sailing Endorsement). He resides in Naples, Florida, with his wife and three children. Mr. Rooney is conversationally fluent in Spanish.

Biography

Joseph Edward Schmitz is the son of the John G. Schmitz, former California State Senator, Member of the U.S. House of Representatives, and U.S. Presidential candidate (1972). Schmitz attended Catholic schools as a child and Georgetown Preparatory School while his father served in Congress. He holds a B.S. (197

from the United States Naval Academy in Annapolis, Maryland and a J.D. (1986) from Stanford University. He was on the wrestling team at the Naval Academy. His siblings include Mary Kay Letourneau and John Patrick Schmitz.[1]

Upon graduation from the Naval Academy, Schmitz served in the U.S. Navy for approximately four years, including a stint as an exchange officer with the German Navy. Schmitz left active duty and was in the Naval Reserve until 2001. After leaving active duty, Schmitz attended law school. He clerked with James L. Buckley, Circuit Judge, United States Court of Appeals for the District of Columbia Circuit and was a special assistant to Attorney General Edwin Meese III during the Reagan Administration. Schmitz entered the private sector in 1987, eventually joining the Washington, D.C., firm of Patton Boggs LLP.[2] He was an adjunct professor of law at Georgetown University in the 1990s.

He is a member of the Sovereign Military Order of Malta.[3]

While in China, Bush met privately with U.S. Ambassador Joseph Prueher, but both Bush and Prueher deny that Bush was involved in any Track II diplomacy.

Bush was an unsuccessful candidate for the Republican nomination to the U.S. Senate from Connecticut in 1982, opposing Lowell Weicker, who went on to re-election. His father, Prescott Sr., had been Senator from Connecticut (1953-1963).

In 1944, Prescott married Elizabeth Kauffman, the daughter of a naval officer, and they have three children: Prescott S. Bush III (1945-), Kelsey Bush Nadeau (1947-), and James L. Bush (1955-). He and his wife live in Greenwich, Connecticut.

Last April, he received the Knighthood of Merit in the Sacred Military Constantinian Order of St. George from His Royal Highness, Prince Don Carlos di Borbone delle Due Sicilie. And if that wasn’t enough of a mouthful, six months later the Knighthood of Magisterial Grace in the Sovereign Military Hospitaler Order of St. John of Jerusalem, of Rhodes and of Malta was conferred upon him.

“The Order of St. George and the Knights of Malta are both Catholic orders. You have to receive these knighthoods either from the Pope, who is the highest of sovereigns, or the king of a sovereign state,” explained Paulo.

Knighthoods are awarded based on merit and service. The Order of Malta, which is the oldest chivalric order, dating back to before the Crusades, is particularly service-oriented.

One of Paulo’s service projects involves working with the Hispanic community in Camden. He also is president of the St. Peter’s Institute, a center that promotes the role of religion and philosophy in classical education.

His office is lined with floor-to-ceiling bookshelves filled with volumes of history, philosophy and literature. On the wall and in display cases are medals and insignia of his offices. There are several pictures of him with the Pope. He even has his very own coat of arms.

Army career

Educated at Harrow School and the Royal Military Academy, Sandhurst he was commissioned into the Welsh Guards in 1959.[1]

In 1966 he became a troop commander and then in 1968 a squadron commander with 22 Special Air Service Regiment.[1]

In 1977 he was appointed Commanding Officer of 1 Battalion Welsh Guards. In 1981 he became Brigade Commander of 4th Armoured Brigade and in 1985 General Officer Commanding 2 Division.[1]

In 1987 he became Assistant Chief of the General Staff and in 1989 General Officer Commanding 1st British Corps.[1] In 1992 he took command of the British Army of the Rhine and in 1997 became Chief of the General Staff.

Later career

He is a cross bench member of the House of Lords. He was created a life peer as Baron Guthrie of Craigiebank, of Craigiebank in the City of Dundee, after retiring as Chief of the Defence Staff. He was one of the several retired Chiefs of Defence Staff who spoke out in the House of Lords about the risk to servicemen facing liability for their actions - for which politicians are ultimately responsible - before the International Criminal Court, particularly in respect to the invasion of Iraq.[2]

He is a director (non-executive) of N M Rothschild & Sons, Ashley Gardens Block 2 Ltd and Colt Defense LLC, and Chairman (non-executive) of Siboney Ltd.[3]

He is the president of several charities, including Action Medical Research, Army Benevolent Fund, Federation of London Youth Clubs and the Progressive Supranuclear Palsy Association.[3]

Criticism

Guthrie was criticised in 2008 by George Monbiot for an apparent lack of understanding of international law.[4] Monbiot based his argument on Guthrie's September 2002 advocacy of an invasion of Iraq and subsequent comments, in which he appeared to support launching "surprise wars", something forbidden by the United Nations charter.

General Vernon A. Walters - Deputy Director of Central Intelligence; US Ambassador to the UN, Germany; Roving Ambassador

Background

Walters was born in New York City. His father was a British immigrant and insurance salesman. From age 6, Walters lived in Britain and France with his family. At 16, he returned to the United States and worked for his father as an insurance claims adjuster and investigator.

His formal education beyond elementary school consisted entirely of boarding school instruction at Stonyhurst College, a 400-year-old Jesuit school in Lancashire, England. He did not attend a university. In later years, he seemed to enjoy reflecting on the fact that he had risen fairly high and accomplished much despite a near-total lack of formal academic training.

He spoke six Western European languages fluently, and knew the basics of several others. He was also fluent in Chinese and Russian. His simultaneous translation of a speech by United States President Richard Nixon in France prompted President Charles de Gaulle to say to the president, "You gave a magnificent speech, but your interpreter was eloquent."

Military career

1940s and 50s

Walters joined the Army in 1941 and was soon commissioned. He served in Africa and Italy during World War II He served as Link Official Between the commands of Brazilian Expeditionary Force and U.S. Fifth Army, earning medals for distinguished military and intelligence achievements.[1]

He served as an aide and interpreter for several Presidents. He was at President Harry S. Truman's side as an interpreter in key meetings with America’s Spanish- and Portuguese-speaking Latin American allies. His language skills helped him win Truman's confidence, and he accompanied the President to the Pacific in the early 1950s, serving as a key aide in Truman's unsuccessful effort to reach a reconciliation with an insubordinate General Douglas MacArthur, the Commander of United Nations forces in Korea.

In Europe in the 1950s, Walters served President Dwight Eisenhower and other top US officials as a translator and aide at a series of NATO summit conferences. He also worked in Paris at Marshall Plan headquarters and helped set up the Supreme Headquarters Allied Powers in Europe. He was with then-Vice President Nixon in 1958 when an anti-American crowd stoned their car in Caracas, Venezuela. Walters suffered facial cuts from fly*ing glass. The Vice President avoided injury.

1960s

In the 1960s, Walters served as a U.S. military attaché in France, Italy, and Brazil. Two decades later he was a high-profile U.S. Ambassador to the U.N. From April 1989 until August 1991, during German Reunification, he was Ambassador to West Germany. He also served as a roving ambassador, performing sensi*tive diplomatic missions that included talks in Cuba, Syria, and elsewhere. He was sent to Morocco to meet discreetly with PLO officials and warn them against any repetition of the 1973 murders of two American diplo*mats in the region. (In a much earlier visit to Morocco, he had given a ride on a tank to a young boy who later became King Hassan II.)

While serving as a military attaché in Paris from 1967 to 1972, Walters played a role in secret peace talks with North Vietnam. He arranged to smuggle National Security Advisor Henry Kissinger into France for secret meetings with a senior North Vietnamese official, and then smuggle him out again. He accomplished this by borrowing a private airplane from an old friend, French President Georges Pompidou.

1970s

President Nixon appointed Walters as Deputy Director for Central Intelligence (DDCI) in 1972. (Walters also served as Acting DCI for two months in mid-1973.) During his four years as DDCI, he worked closely with four successive Directors as the Agency—and the nation—confronted such major international develop*ments as the 1973 Arab-Israeli war, the subsequent oil crisis, the turbulent end of the Vietnam conflict, and the Chilean military coup against the Allende government. According to a close colleague, Walters also "averted a looming catastrophe" for the CIA in connection with the Watergate scandal:

Despite numerous importunings from on high, [Walters] flatly refused to...cast a cloak of national security over the guilty parties. At the critical moment, he... refused to involve the Agency, and bluntly informed the highest levels of the executive [branch] that further insistence from that quarter would result in his immediate resignation. And the rest is history.

Walters himself reflected on those challenging days in his 1978 autobiography, Silent Missions:

I told [President Nixon’s White House counsel] that on the day I went to work at the CIA I had hung on the wall of my office a color photograph showing the view through the window of my home in Florida…When people asked me what it was, I told them [this] was what was waiting [for me] if anyone squeezed me too hard.

He was ordained a bishop on October 28, 1914 with the titular see of Tagaste. He was appointed prelate of the present-day Archdiocese for the Military Services on November 24, 1917, and appointed Archbishop of New York on March 10, 1919. He was elevated to Cardinal on March 24, 1924. He served as archbishop until his death. He is interred in the crypt under the altar of St. Patrick's Cathedral.

The history of the Sovereign Military Order of Malta (S.M.O.M.) in the United States is one of growth and transition. In the United States, there exists three separate Associations of the S.M.O.M. each having a distinct development. These Associations of the S.M.O.M. (a lay, religious order of the Roman Catholic Church) include the American Association, Western Association, and Federal Association. All three Associations, as Knights of Malta worldwide, have the same goal[1].

Although characteristic in many ways to fellow Associations abroad, the three American Associations share one different trait from fellow European Order of Malta Associations in that “most of the members of the Order in the United States are Knights and Dames of Magistral Grace[2].”

Regarding noble ranks of knighthood within the Order, classes consist of the Knights of Justice and Conventual Chaplains (who have taken the three monastic vows), the Knights and Dames in Obedience (who promised to strive for Christian perfection in accordance with the spirit of the Order) as well as the first four ranks of class three. These classes must traditionally be of noble heritage[3].

Individuals who find themselves accepted into the non-noble ranks of Knights and Dames of Magistral Grace are usually some of the most influential and wealthy citizens of the country in which they reside. This is especially true of the members that reside within the United States and curiously enough they also tend to be much older than their European brothers.

Due to the cultural and political differences that existed between Europe and America, many members here in the States have little enthusiasm for the support of noble categories within the Order. In fact, no provision exists within the Statues of the American Association for admission to the noble categories[4].

American Association

The first association of the S.M.O.M in America was formed in 1926 into what was to become the American Association (or the ‘New York’ Association). The Association’s original thirteen Knights were, in most cases, American-Irish members of the Catholic Knights of Columbus.

In April 1927, the Supreme Council of the S.M.O.M. granted these Knights a Constitution (Charter) creating the American chapter of the Sovereign Military Order of Malta. This creation of the first eastern association (in New York) was at the request of Pope Pius XI. It was not until nearly fifty-nine years later that the first group of women invested into the Association. This investiture took place at St. Patrick’s Cathedral with sixty women being admitted as Dames of Magistral Grace.[5] An equal amount of Dames and Knights have been admitted into the American Association since 1986.[6]

The Association’s first president James J. Phelan and later president George Macdonald were instrumental in increasing the Association’s membership and in bringing increased revenues into the American organization.

In 1927, His Eminence, Patrick Cardinal Hayes was selected as the group’s first Chaplain.[7] It was through Cardinal Hayes that the relationship between the Order and American Catholics became formalized[8].

The election of Patrick E. Crowley to the Presidency of the New York Central Railroad (TIME; April 14) was interpreted as revealing the policy of the company's directors in favoring succession in office of operating executives. Since Chauncey M. Depew, a lawyer, was President, all his four successors—Samuel R. Colloway, William H. Newman, W. C. Brown and the late A. H. Smith—have been operating men.

Secondly, the Board is believed to have taken into consideration Mr. Crowley's popularity in the rank and file of Central employees, in which he resembles the late Mr. Smith. Crowley began at 14 as a telegrapher on the Erie.

Finally, the selection is a tribute to Mr. Crowley himself. He began as an employee of the Central at 25; for about ten years he was a train master; at 36 he became a division superintendent; at 40, assistant general superintendant to the road, and at 43 its General Manager. Subsequently his title has been changed to Assistant Vice President and then Vice President, but his job has been as chief operating executive of the road with the duty of maintaining its equipment and its line of 17,000 miles. Next August Mr. Crowley will be 60.

Britannia may have ruled the waves, but America had the best ships: first the famous clippers, then the fastest steamships afloat and eventually some of the most luxurious liners ever to ply the Atlantic. Today only two American passenger ships operate from the Atlantic Coast, and next month they will show the Stars and Stripes there for the last time.

Prudential-Grace Lines announced that the 300-passenger Santa Rosa and Santa Paula will sail out of New York harbor on their final Caribbean cruises in January, bringing to an even dozen the number of American luxury ships retired over the past three years. Like most former passenger lines, Prudential-Grace will concentrate on freight. Said President Spyros S. Skouras Jr., who merged his Prudential Lines with the Grace Line fleet last December: "It's the foreign-flag cruise ships—they beat us every time."

Skouras figures that foreign liners can operate at half the cost of American ships, and that his average passenger fare for a 13-day Caribbean cruise would have to be raised from $675 to $900 to break even. Also the traveling public's resistance to price increases has stiffened. Fuel costs have nearly tripled in the past year, mainly because of turmoil in the Middle East and increased tanker charges, but the most crushing expense for American shipowners is still labor. U.S. merchant sailors generally earn twice as much or more than their foreign counterparts. To help offset the wage differential—and keep American passengers' fares out of foreign coffers —the Government since 1936 has paid a generous annual subsidy on each U.S. passenger ship for the first 20 years of its life. The regal United States, for example, received $12 million a year from the Maritime Administration. The ship still ran in the red, and was retired last June.

Though the U.S. flag is disappearing from Atlantic liners, it lingers on in the Pacific. Four American ships still cruise from San Francisco and Los Angeles to southwest Pacific islands. Alaska and Mexico, but Matson Navigation Co. is unloading its two passenger ships on another line and going full steam into freight. The Government senses that the era of luxury liners is over: the Merchant Marine Act of 1970 finances the construction of 300 new merchant ships in the next decade, but does not even mention the passenger business.

Cisneros-owned Venezuelan TV network Venevision controlled coverage of the US-backed 2002 coup on the populist Chavez. Some claim Cisneros was one of the principal backers of the coup- his family being longtime representatives of US interests. It certainly doesn't help Cisneros' case that he ordered a ban on footage of the resulting counter-coup consisting of tens of thousands of the citizenry seeking to reinstate Chavez. Cisneros' network instead aired classic cartoons and golden age movies. The US State Department's chief Latin America handler (and one-time Ambassador to Venezuela) Otto J. Reich later confirmed that during the 2 day coup he had spoken with Cisneros "two or three times".

Cisneros married into a family that owned another Venezuelan media empire. He and his wife Patty Phelps were overnight guests of Ronald Reagan at the White House, around the same time US Customs agents confiscated 50 grams of cocaine from a Cisneros family airplane. US Customs declined to file charges for some reason.

As one of the 100 richest people in the world, Cisneros is a classic case of a big fish in a small pond, causing comparisons such as "the Rupert Murdoch or Silvio Berlusconi of Venezuela". Speaking of fishing (and of cocaine and coups), Cisneros is a sometimes-fishing companion of former US president George H.W. Bush.
